Services, Functions and Activities

The City of Homestead is governed by a Mayor, Vice Mayor and five City Council members who are elected on a non-partisan basis. The City Charter was amended in November 2002 to change the election process from a run at-large without designation of a specific seat, to an election that designates at-large seats. Six of the seven Council seats include a geographical residency requirement for a specific area of the City. The Mayor’s seat is at large and does not require residence in a specific area of the City. Although six of the council seats have a geographical residency requirement, all of the elected officials are elected at large by all voters of the City. The elections are held every two years in November.

The Mayor presides over all City Council meetings, has a voice and vote in the proceedings, and serves as the ceremonial head of the City. The Mayor also appoints members of the City boards, subject to the approval of the City Council. In the absence of the Mayor, the Vice-Mayor assumes the responsibilities of the Mayor. The City Council enacts local legislation, adopts budgets, determines policies, and appoints such officers and officials as may be required by the charter or deemed necessary by the Council.

Regular City Council meetings are held on the third Wednesday of each month at 5:30 p.m. The public is welcome and encouraged to participate in all public meetings.
